An uneasy truce between rival Santa Monica gangs is in danger of dissolving when a gun runner trying to increase profits tries to restart the war.  Elvis has to go into hiding when he witnesses a gun exchange as well as an assault on an underground fighter who happens to be a friend of Victor’s.  When his friend dies, Victor goes undercover with the fighting syndicate to find the killer, but Palermo’s concerned that Victor might be out for revenge.
