LOGLINE:
Palermo, T.C. and Chris arrest two “surf nazis” who assault a kayaker invading their turf. Out on bail, the surfers begin an ever-accelerating intimdation campaign against the kayaker’s girlfriend to keep her from testifying against them in court.
Meanwhile, Victor’s career and relationship with his girlfriend, Linda, is endangered when an obsessed young woman accuses him of attempted rape. Elvis investigates the “swingers” scene, and Chris unwittingly gets involved.
